Chapter 13 Summary

This chapter talks about why it is important for a company to initiate projects that eventually will add value to the company. Initiation is the most important thing to do in a project. Initiation includes getting to know the project and basically deciding if it is good for the company to start the project. The book mentions that it is better to have little success on a big project than have a lot of success on a project that its not important. Initiation also includes deciding if the project is going to be done for the right reasons. This means that it is very important for a company to take a look at all the projects in their agenda and decide if making those projects is important and beneficial to the company itself.

Selecting a Project Manager is also an essential part of the initiation process. In this chapter the project manager was selected by the sponsor because the sponsor knew some of the characteristics that the candidate had. Some of the characteristics were that the project manager was well informed of the airline industry because he had more than thirteen years of experience in the industry. He also knew the technology that was going to be implemented because he worked for another company that at that time was using the technology that was going to be implemented in the system being developed. Also his passion and belief that technology has the potential of making a company more efficient helped him get the job. The selected Project Manager also did an excellent job convincing the sponsor how important this project was for the company.

Every project needs to be justified. The ResNet team did an awesome job justifying the project. They convinced the senior managers by stating that investing in this software will return greater profit for the company. The…...

...users. These tools are used in situations in which many people share limited bandwidth and the administrator needs to prioritize certain tasks, such as secure networking (SSH) or sending email (SMTP). Using a traffic-shaping tool, an administrator can set up simple rules governing which tasks have high priority and which do not. If network traffic is light, then users may be able to send and receive P2P traffic. But if people need to send email or do homework via the Web, the traffic shaper can give email and web traffic as much bandwidth as they need while throttling back P2P traffic until it no longer obstructs these other applications. Administrators can also differentiate by campus location, prioritizing laboratory computer traffic over ResNet traffic. A well-known program for traffic shaping is Packeteer's PacketShaper. It may be the most popular way to regulate the amount of traffic on campus networks. PacketShaper is a hardware/software appliance that attaches to the network and sets boundaries on different types of traffic. Control over traffic can be very granular; an administrator may choose to control the amount of bandwidth allocated to each user, or the amount allocated to particular port numbers. Notably, PacketShaper, and traffic-shaping programs more generally, do not examine the specific content of data traveling over the network. They only ascertain the type and amount of data being transferred: email, web, P2P, etc. This has the clear advantage of......

...Energy Services Network, Inc. (RESNET®) RESNET is one of the most prevalent and meaningful home rating systems available throughout the United States. RESNET’s mission is: “... to ensure the success of the building energy performance certification industry, set the standards of quality and increase the opportunity for ownership of high performance buildings. RESNET is a membership 501-C-3 nonprofit organization. RESNET’s standards are officially recognized by the U.S. mortgage industry for capitalizing a building’s energy performance in the mortgage loan, certification of “White Tags” for private financial investors, and the federal government for verification of building energy performance for such programs as federal tax incentives, the Environmental Protection Agency’s ENERGY STAR program and the U.S. Department of Energy’s Building America Program. RESNET ratings provide a relative energy use index called the HERS® Index – a HERS Index of 100 represents the energy use of the “American Standard Building” and an Index of 0 (zero) indicates that the Proposed Building uses no net purchased energy (a Zero Energy Building). A set of rater recommendations for cost-effective improvements that can be achieved by the Rated Building is also produced.” 1 Home Energy Ratings “Home energy ratings provide a standard measurement of a home’s energy efficiency. Ratings are used for both new and existing homes. 1 Reprinted with permission from RESNET, excerpted online......

...successfully manage inevitable changes in scope that are good for business? The FoxMeyer Drug project described in the What Went Wrong provides a good example of a project that suffered from scope creep. This problem could have been avoided if the managers had focused on business needs first and not the technology. Scope creep can sometimes be a good thing. For example, if you are working for a consulting firm getting paid by the hour and a project continues to grow in scope, your firm will have more work and can therefore make more money. Another example would be when scope creep results in a much-needed feature or product that wasn’t originally planned for. Organizations can plan for changes and assign resources for them, like the ResNet example. 7. Why do you need a good WBS to use project management software? What other types of software can you use to assist in project scope management? The tasks in a Gantt chart should be based on a WBS. Other types of software that assist in project scope management include word-processing software, spreadsheet software, database software, and various types of communications software. There are also special products to help use balanced scorecards or create mind maps. EXERCISES 1. Answers will vary. There should be some analysis of the current process and a survey to collect requirements. 2. You can see the results on p. 219. MindView is very easy to use, and there are online videos to help learn how to use it as well.......

...Enter the WBS into Project 2010, indenting tasks as shown to create the WBS hierarchy. Do not enter durations or dependencies. Print the resulting Gantt chart. See the scope management section of Appendix A for help using Project 2010. 2. Read William Munroe’s article about Blue Cross Blue Shield of Michigan’s IT project management methodology, which is available on the companion Web site for this text under Chapter 3. Or, research another method, such as PRINCE2, Agile, RUP, or Six Sigma, and how organizations use it, citing at least two references. Why do you think organizations spend time and money tailoring a methodology to their environment? Write a summary of your findings and your opinion on the topic. 3. Read the “ResNet Case Study,” which is available from the companion Web site for this text under Chapter 3. This real case study about Northwest Airlines’ reservation system illustrates another application of the project management process groups. Write a paper summarizing the main outputs produced during each project process group in this case. Also, include your opinion of whether Peeter Kivestu was an effective project manager. If you prefer, find another well-documented project and summarize it instead. 4. JWD Consulting wrote a business case before officially initiating the project management intranet site project. Review the contents of this document in Table 3-2 and find two articles that describe the need to justify investing in IT......

Thin curves denote training error, and bold curves denote validation error of the center crops. Left: plain networks of 18 and 34 layers. Right: ResNets of 18 and 34 layers. In this plot, the residual networks have no extra parameter compared to their plain counterparts. 18 layers 34 layers plain 27.94 28.54 reducing of the training error3 . The reason for such optimization difficulties will be studied in the future. ResNet 27.88 25.03 Residual Networks. Next we evaluate 18-layer and 34layer residual nets (ResNets). The baseline architectures are the same as the above plain nets, expect that a shortcut connection is added to each pair of 3×3 filters as in Fig. 3 (right). In the first comparison (Table 2 and Fig. 4 right), we use identity mapping for all shortcuts and zero-padding for increasing dimensions (option A). So they have no extra parameter compared to the plain counterparts. We have three major observations from Table 2 and Fig. 4. First, the situation is reversed with residual learning – the 34-layer ResNet is better than the 18-layer ResNet (by 2.8%). More importantly, the 34-layer ResNet exhibits considerably lower training error and is generalizable to the validation data. This indicates that the......
